Tutorial intro: Designing Cross-Border Information Systems: The ECDB Case Study
How do you design an information system that enables multiple countries to securely exchange and validate critical data while complying with different legal and operational requirements? This 30-minute introductory presentation explores that challenge through the EU ECDB project, a system that enables states to exchange data on inland navigation crew members and their certificates. Using ECDB as a concrete case, we will walk through the key functional modules such a system requires: centralized records of identity and qualifications, digital exchange and validation of certificates between states, support for certificate renewal regardless of the issuing state, and mechanisms for ensuring data integrity and transparency across borders. The talk will show how these design choices ultimately support labor mobility and a single market for inland navigation — a pattern relevant well beyond this one domain.
CASE STUDY: Designing a cross-border system is rarely just a technical problem — it means navigating differing legal frameworks, institutional practices, and stakeholder priorities across countries. Through a series of real-world problems from the ECDB project, participants will engage directly with these challenges. After each problem is presented, participants will get a brief look at how the system evolved to address it — what has been resolved so far, what’s still missing, and how it works in practice. A specific open problem will then be posed to participants, who will propose their own solutions through group discussion. This pattern repeats across several problems — some already solved, others still in progress — giving participants a hands-on sense of how cross-border administrative, legal, and functional challenges actually get resolved in practice.
